An analysis of the collection of assessed contributions was performed to evaluate the level of recovery of current assessments, as well as contributions that remain outstanding from prior financial periods.

Assessed contributions systems, for example, could recast the way in which the components of the assessed budget are defined, with adjustments to the particular needs of individual organizations.

Since December 2003, peacekeeping assessments had nearly doubled while outstanding contributions had risen from approximately 1 billion in December 2003 to 2.5 billion, with four Member States owing an amount of 1.7 billion as at 15 October 2004.

In particular, the performance report compares the actual indicators of achievement, i.e. the extent to which actual progress has been made during the period against the expected accomplishments, with the planned indicators of achievement and compares the actually completed outputs with the planned outputs.

It would be far better to fund such activities from the regular budget, which would or course require the payment of assessed contributions in full and on time.

Once the total annual debt service requirement was reached, all assessment payments received by the trustee would be fully directed to the United Nations regular budget.

3. Decides, as a provisional and exceptional measure, to finance the Mission up to the expiration of its current mandate in accordance with the scale of assessments for the apportionment of the expenses of the United Nations under the regular budget

In the past, that practice had resulted in inordinate delays in reimbursements to countries providing troops and contingent owned equipment.

Although, the number of Member States that had paid their assessed peacekeeping contributions in full rose in 2004, it was still significantly below the 124 Member States that had paid their regular budget assessments in full.

Assessed contributions

The United States is the largest contributor to the assessed budget of the United Nations and the largest donor of development assistance, and it has the most generous private donors in the world, supported by a national tax system that encourages philanthropy.

7. Resolves that the scale of assessments for the contribution of Member States to the regular budget of the United Nations for the years 2001, 2002 and 2003 shall be as contained in annex II to the present resolution

(a) The regular budget is funded primarily from assessed contributions, with a minuscule proportion being provided from such other sources as interest income, sales publications and government contributions to the UNIDO regional and field offices.

As of 31 October 2005, there was an unpaid balance of assessed contributions to the overall budget of the Tribunal amounting to approximately 2.5 million for the period from 1996 1997 to the 2005 budget of the Tribunal.

In fairness, we would like to note that the acknowledged gap between relief and development has been to a degree narrowed down, albeit modestly, by the recent inclusion of funds for disarmament and demobilization as part of the assessed budget.
