It is our view that all activities included in the mandates should be financed by assessed contributions.

With the ending of the mandate of the Special Rapporteur, an amount of 49,100 United States of America dollars will be available for other mandates under the category of activities considered to be of a perennial nature.

The proposed programme budget for the biennium 2004 2005 was more concise and more strategic, which should make it possible to ensure consistency between the Organization's activities and the priorities decided upon by the General Assembly, specifically within the framework of the Millennium Declaration and the Monterrey Consensus.

An analysis of the collection of assessed contributions was performed to evaluate the level of recovery of current assessments, as well as contributions that remain outstanding from prior financial periods.

An immediate concern was to align the activities and initiatives covered in the present proposed programme budget so that together they would have maximum impact on advancing the priorities of the Millennium Declaration and the global conferences and summits.

It was alarming to note that, for two weeks in September, regular budget activities had had to be financed through cross borrowing and that the non payment of contributions affected the Organization's core activities.

It considered that the Organization should keep its activities within the limits of the established budget appropriations, by controlling expenses, improving management, avoiding all forms of waste and using the resources available to it as profitably and rationally as possible.
