Although the Comité National pour le Redéploiement de l'Administration, the national body responsible for the redeployment of the civil service, has decided to redeploy 17,000 civil servants to the north and 3,000 to the west, the civil servants required for the provision of amenities cannot be deployed until their safety has been ensured.

This procedure will be reviewed in 2005 to assess its effectiveness to facilitate the efficient deployment of staff.

However, recruitment of more personnel is under way, as advertisement has been issued.

UNHCR agreed with the Board's recommendation to review the matter of project personnel arrangements and to issue an instruction to ensure the compliance of the deployment schemes with the above mentioned instruction on staff employment.

In view of the reduction in the proposed budget recommended by the Advisory Committee for the period from 1 July 2005 to 30 June 2006 as a result of delays in troop deployment and personnel recruitment, the Group would seek confirmation of the status of deployment and recruitment in order to ensure the effective functioning of UNMIS.

While most of these deployments involved only small numbers of specialists, several led to the deployment of hundreds of personnel.

I welcome the deployment of the United Nations liaison detachment teams to Basra and Erbil and look forward to the deployment of additional substantive staff.

OIOS found that the fast track model for the deployment of staff was not fully effective in one operation, staff deployments should have been completed by the end of March 2004, but in July 2004 some of the key personnel were just arriving.

The liaison would include placing some United Nations military observers and civilian police officers, in addition to civilian staff, in field offices in Darfur.

As reported last year much effort has been made by UNHCR to improve and streamline the process for the deployment of staff to emergency operations, however the initiatives have not been entirely successful.

As I have indicated, my delegation is very much in favour of adequate and advanced planning for peacebuilding, but this must apply not only to funding and material, but also to the deployment of the required civilian personnel.

35. Further requests the Secretary General to review the structure of the Operation and the allocation of posts and their grade levels as personnel are deployed and on the basis of actual workloads and experience gained, and to reflect that ongoing review in future budget submissions

OIOS also noted that there is a mobility policy which supposedly guides the deployment of staff with a view to enhancing their field exposure. However, in practice it does not appear to be functional, as most subregional office staff professed no knowledge of it.

Adequate receipt and inspection capacity must be built into the rapid deployment teams, and the staff required for port operations and receipt and inspection of SDS must be deployed prior to arrival of shipments of stocks in the mission area.
