Debate over the role of the United Nations and its future is a sign of its continued engagement with the issues of our day.

Draft sui generis instruments are under active discussion within WIPO.

Further extensive debate has been going on for the past seven months within the United Nations, as well as outside the Organization in academic and political circles.

We are uncertain that that proposal addresses the various controversial issues concerning human rights in the Organization, and we look forward to discussing it further.
