The present scenario note is intended to assist delegates in preparing for the first meeting of the Conference of the Parties of the Stockholm Convention on Persistent Organic Pollutants by communicating initial planning and expectations for the session.

The introduction of best available techniques (BAT) and best environmental practices (BEP) to reduce or eliminate releases of toxic chemicals from sinter plants in Egypt

Third session of the Expert Group on Best Available Techniques and Best Environmental Practices Relevant to Provisions of Article 5 and Annex C of the Stockholm Convention

The Parties to the Stockholm Convention had established an Expert Group on Best Available Techniques and Best Environmental Practices, which was already considering this topic.

In connection with levels of destruction and irreversible transformation, section III B of the general technical guidelines provides a provisional definition which refers to the persistent organic pollutant content of solid residues and the maximum acceptable atmospheric emissions of PCDDs and PCDFs from disposal operations, as well as examples of national legislation pertinent to atmospheric emissions and aqueous releases.

It was suggested that the text should comprise a summary and a list of website citations on best available techniques and best environmental practices for operating shredder plants.

This may be the case with consideration of adoption and further work on the guidelines on best available techniques and guidance on best environmental practices.

For the purposes of the present report, the guidelines on best available techniques and provisional guidance on best environmental practices are hereinafter referred to as the guidelines .

The achievement of such an enabling technology diffusion setup requires technological vision and drive, focused strengthening of institutions, adoption of best practices and best available technologies and compliance with multilateral environmental agreements.

The achievement of such an enabling technology diffusion set up requires technological vision and drive, focused strengthening of institutions, adoption of best practices and best available technologies, and compliance with multilateral environmental agreements.

The Committee will bring to the attention of the United Nations Statistics Division and the Statistical Commission any new developments that impact the compilation of environmental economic accounting and work on developing standards and, whenever that is not possible, best practices.

Topics for recent exploration have included land law, land tenure, women's security of tenure, local government training needs, city environmental profiles, best practices and safer cities, as well as information management.

Further work on the enhancement or strengthening, as appropriate, of the guidelines on best available techniques and provisional guidance on best environmental practices relevant to the provisions of Article 5 of the Stockholm Convention on Persistent Organic Pollutants.

This document will also contribute to the implementation of the Global Compact principles in United Nations procurement practices by addressing the issue of corporate social responsibility, environmental and sustainable procurement and corruption.

In addition, FAO is promoting more sustainable agricultural practices with a view to reducing negative environmental impacts and water pollution, through its integrated plant nutrient and pest management programmes.

The environment outlook reports, Atlantic and Indian Oceans Environment Outlook, Caribbean Environment Outlook and Pacific Environment Outlook, are available in English, French, Portuguese and Spanish as appropriate.

The Expert Group notes that two processes (cement kiln co incineration and hazardous waste incineration) are already covered in the current draft guidelines on best available techniques and provisional guidance on best environmental practices.

To improve and accomplish the environmental legislation, by increasing the fiscalization, control and monitoring of the environment.

They will also help the establishment of national implementation plans and programmes to promote the introduction and diffusion of best available technologies best environmental practices and ESTs, such as non combustion technologies to eliminate POP wastes and POP contaminated equipment.

The list of concrete measures contains a number of activities to improve general chemicals management practices, which would entail measures such as the development and implementation of cleaner production methods in accordance with best available techniques and best environmental practices.

Introducing agenda item 3, the Secretariat made a short presentation on the draft guidelines on best available techniques and provisional guidance on best environmental practices, as contained in document UNEP POPS COP.1 INF 7.

The contact group on the open burning of waste and landfills noted that the guidelines promoted bad environmental practice, in that they currently conveyed the message that the open burning of waste was acceptable.

The chapter on marine culture assesses mariculture methods (marine net pen rearing, ocean ranching, extractive aquaculture and intensive shrimp farming) for their environmental consequences, and suggests best practices to guide policy making.

The Committee would foster exchanges of best practices in environmental economic accounting among countries with experience in the area, focusing not only on the compilation of the accounts but also on their uses in policymaking.
