The dimensions of human rights and due process must always be present in the fight against terrorism.

But positive net assets are not sufficient to eliminate financial risk, which also depends on asset structure (the liquidity of assets and the alignment of maturities of assets and liabilities).

In the absence of an independent judiciary, legal disputes in China are often resolved administratively, which means that discretion and lack of due process are a constant danger as the Chinese saying goes, it is easy for someone to catch fish in muddied waters.
