A meeting of the High Contracting Parties to that effect should be convened.

The cost of the Conference of the High Contracting Parties shall be borne by the High Contracting Parties and States not parties participating in the work of the Conference, in accordance with the United Nations scale of assessment adjusted appropriately.

At the election, the High Contracting Parties shall ensure that equitable geographical representation is assured.

At the request of the High Contracting Parties involved, the Committee may facilitate these consultations.
