The International Court of Justice, however, retains its place as the only international Court of universal character and general jurisdiction.

He became Director General of the Rabbinical Court system in 1989, holding the post for 21 years.

The emoluments of members of the Court have been reviewed by the General Assembly periodically since 1976.

The United Nations, and the General Assembly in particular, have always been closely linked to the Court.

We will closely follow the progress of the Court through its annual reports to the General Assembly.

Mr. Wenaweser (Liechtenstein) I would like to thank the President of the International Criminal Court for presenting the first report of the Court to the General Assembly (A 60 177).

The author filed several more complaints with the Office of the Prosecutor General and with the Supreme Court.

With his excellent report, the Secretary General has now put the ball in the court of Member States.

The General Assembly should provide the Court with the resources needed to perform its work effectively and efficiently.

The fact that neither the Attorney General, who usually represents the State in court proceedings, nor the Supreme Council as respondent filed an appearance before the Supreme Court illustrated that the 13 judges on the Supreme Court were judges in their own cause.

This decision can in turn be appealed before the Federal Court of Appeal if the lower court judge certifies that a serious question of general importance is involved and states that question.

1. In the opinion of the Italian Government, the court should have general jurisdiction and be universal in character.

In 1781 the Massachusetts General Court became the first state legislature to recognize July 4 as a state celebration.

In 1852, the Massachusetts General Court passed a law requiring every town to create and operate a grammar school.

As voluntary contributions tapered off, the General Assembly should do its best to support the work of the Court.

The General Assembly and the Security Council shall proceed independently of one another to elect the members of the Court .

The Supreme Court will review the case if the Prosecutor General declares that new circumstances exist, and recommends a review.

He therefore supported the recommendation that the General Assembly should monitor the implementation of the advisory opinion of the International Court of Justice and General Assembly resolution ES 10 15.

The Court submits annual reports to the General Assembly, the most recent of which is contained in document A 59 4.

It also covers the cost of the publications of the Court, the acquisition of supplies and equipment and general operating expenses.

A recurrent theme of my interventions before the General Assembly has been the intensity of the work accomplished by the Court.

7.1 Regulation 2.14 of the Financial Regulations and Rules of the United Nations provides that the programme budget proposals of the International Court of Justice should be prepared by the Court, in consultation with the Secretary General, and that those proposals should be submitted to the General Assembly by the Secretary General, together with such observations as he may deem desirable.

5. Expresses its appreciation to the Secretary General for providing effective and efficient assistance in the establishment of the International Criminal Court

The question of whether the General Assembly should grant a subvention to meet the expenses of the Special Court was not new.

Since the presentation of the last report to this General Assembly, the Court has continued to receive new cases for its consideration.

By the same resolution, the General Assembly requested the Secretary General, in concert with the Management Committee of the Special Court for Sierra Leone, to continue efforts to raise voluntary contributions to support the work of the Court and to report to the Assembly at its resumed fifty ninth session on progress made.
