The main constraints blocking effective action are undoubtedly the overwhelming superiority of vested interests controlling forest resources and the equally grave lack of political will manifest in governmental attitudes towards forest conservation and sustainable use.

Fiji has one of the most developed economies in the Pacific due to an abundance of forest, mineral, and fish resources.

It offers the prospect of enhanced social and economic development through diversification and expansion of opportunities for sustainable use of forest resources.

Countries should adopt time bound environmental targets, particularly for such priorities as forest replanting, integrated water resources management, ecosystem preservation and curbing pollution.

Forest operations and the forest industry provide employment and income to millions of workers and forest dwellers.

At the national level, important developments have included the formulation and implementation of national forest programmes and reforms in national legislation dealing with forests, land use and natural resources, as well as decentralization and the devolution of forest management to communities.

4. For purposes of the calculation of the distribution of votes under paragraph 2 (b) of Article 10, tropical forest resources means natural closed forests and forest plantations productive closed broadleaved forests as defined by the Food and Agriculture Organization (FAO).

Nigeria had embarked on an ambitious project to check and reverse the rate of desert encroachment and ensure the sustainable management of forest resources.

Some of the specific measures we have taken include proper management of forest resources, the sustainable use and management of natural resources and, above all, ensuring that there is an adequate legal and institutional framework.

Promote genuine community based forest management that empowers forest peoples.

While forest biodiversity continues to decline as a result of deforestation, forest degradation and associated fragmentation of forest habitats, strong efforts are now being made to reverse this trend by restoring the forest functions in degraded forest landscapes.

If sustainable forest management is to compete successfully for resources, strong domestic strategic decisions and policy measures are needed to create an attractive investment environment.

(c) Take action to raise the priority of sustainable forest management in national development plans and other plans, including poverty reduction strategies, in order to facilitate increased allocation of official development assistance and financial resources from other sources for sustainable forest management

C. Greater recognition of sustainable forest management and forest products trade

The financial resources required for achieving sustainable forest management are often beyond the capacity of Governments, and there is an increasing need for private sector investment.

Forest resources can be a fuel for conflict but they can also be used to help promote peace and stability, playing an integral role in reconstruction and peace building, for example by offering opportunities for building community capacity and trust through forest restoration projects.

However, they are likely to differ in forest rich and forest poor countries.

The importance of forest resources for the daily livelihoods of many people, and the need to safeguard rights of customary use, is also stressed in several reports.
