15. Notes with appreciation the utilization of the strategic deployment stocks to the Mission at the start up stage

The deployment and use of this seismic network is considered one of the most challenging aspects of the Don Quijote mission.

The rapid and effective deployment of a complex mission within 90 days of a Security Council mandate is feasible, provided mission predeployment activities start 90 days prior to that date.

Furthermore, the Council requested the Commission to accelerate preparations for the deployment of an AU Military Observer Mission in Somalia.

The strategic deployment stocks mechanism continued to be refined in the light of lessons learned and now included a kit to enable the rapid deployment of a mission headquarters at the start of an operation.

The provision also includes the amount of 409,500 for the replenishment of the strategic deployment stocks for medical supplies for the Mission.

Since timely deployment is critical to the ability of UNMIS to support the implementation of the Comprehensive Peace Agreement, the Mission reconfigured parts of its deployment plan and encouraged troop contributing countries to meet the new schedule.

This delay is a matter of serious concern as it negatively affects the deployment of the Mission and the implementation of its mandate.

In addition, both the SDS programme and troop contributing countries will deploy material handling equipment at an early stage of mission deployment.

An amount of 80,400 for the replenishment of the strategic deployment stocks for equipment to the Mission is also included in the provision.

The provision also includes the amount of 1,415,300 for the replenishment of the strategic deployment stocks for information technology equipment for the Mission.

In addition, the provision includes the amount of 248,400 for the replenishment of the strategic deployment stocks for observation equipment for the Mission.

The senior leadership of the mission would also include a Force Commander, responsible for those elements of the mission related to the deployment, operation and support of United Nations military personnel across the Sudan.

The estimate also includes an amount of 7,387,800 for the replenishment of the strategic deployment stocks for communications equipment and supplies for the Mission.

The Mission is awaiting the arrival of military personnel from Chad, who would constitute the last major deployment for the AMIS protection force.

(e) To establish the conditions necessary for the safe and speedy deployment of the United Nations Organization Mission in the Democratic Republic of the Congo

The deployment of AMIS personnel recommenced on 19 September, after a three week pause brought about by local shortages of jet fuel for the Mission.

Pursuant to Security Council resolution 1565 (2004), the Mission adjusted its military concept of operations, with force deployment concentrated in the east of the country.

All aspects of material management require development at UNLB and at new mission start ups in order to support rapid and frequent deployment of SDS.

To strengthen the role of the Ceasefire Commission, we have to work together to accomplish the deployment of the agreed size of the African Union mission.

Included in the provision is the amount of 12,136,200 for the replenishment of the strategic deployment stocks for prefabricated facilities, equipment and supplies for the Mission.

The provision also includes the amount of 19,749,100 for the replenishment of the strategic deployment stocks for spare parts, vehicles and workshop equipment for the Mission.

The third part of the report focuses on the lessons learned from the deployment of SDS to support mission start ups and the conclusions drawn therefrom.

Recent mission start ups have demonstrated that the current practice whereby missions order SDS (the pull approach) is not the most efficient method of deployment.

Recent mission start up experiences have demonstrated that to achieve this mandated goal, mission planning and pre mandate deployment activities would have to start at least 90 days prior to adoption of a Security Council resolution.

He hoped that in the deployment of the Mission account would be taken of the request for resources for training contained in the report of the Secretary General on the budget for the Mission, and of the Committee's draft resolution.

SDS is not stored, deployed or reconstituted as modules because specific mission locational needs and operational requirements limit the utility of modules as a unit of deployment.

The European Union military mission in Bosnia and Herzegovina (EUFOR) successfully built up a credible reputation from the beginning of its deployment, becoming a key partner in support of the European Union's political objectives and the mission implementation plan.

The mission would proceed with the deployment of its electoral staff in phases, in accordance with an agreed electoral timetable and technical requirements identified on the ground.

Deployment of resources

(j) The continuing presence and wider deployment of the United Nations Organization Mission in the Democratic Republic of the Congo in support of the implementation of the Lusaka Ceasefire Agreement

The mission encouraged IEC to make every effort to address those challenges, including the training and deployment of some 200,000 electoral personnel and the establishment of security for elections.

The Commission has announced a logistical halt to the deployment of additional personnel to AMIS, lasting from 19 August until 22 September when expansion of the Mission will continue.

The reduced requirements resulted principally from delays in the recruitment of staff, as staff from existing peacekeeping operations were not available for deployment to the Mission as expected.

(d) Any such transfer shall not have the effect of extending the deployment period of personnel deployed under the mandate of their original mission, unless the Security Council decides otherwise

The higher requirements were mainly attributable to travel of Mission staff to Brindisi, Italy, for security and public information training, as well as travel of Headquarters staff to the Mission for pre deployment training, which had not been included in the commitment authority.

For immediate operationalization of SDS to missions, UNLB has developed its capacity to deploy technical support teams to assist and train mission staff in the immediate deployment of the stocks.

Although changes to the size of the Mission and the deployment of additional personnel present challenges, a greater effort should have been made to clearly link proposed new posts and redeployments to the increase in troop strength and the expanded mandate of the Mission.

The provision for mission subsistence allowance (MSA), clothing allowance and travel costs for military observers is based on the projected phased deployment of 570 military observers by October 2005.

The Advisory Committee was of the opinion that the structure of the Mission, the allocation of posts and their grade levels, especially at the D 1 and D 2 levels, should remain under review in the light of the full deployment of the Mission and experience gained.

Upon arrival in the mission, UNMOs are given induction and pre deployment training at mission Headquarters, receive essential equipment and are then dispatched to a sector where they are provided with yet another set of briefings on the operational setting, duties and tasks.

With regard to the requested operational requirements, the Committee points out that the programme of acquisition of vehicles, equipment and services should take account of the delays in deployment of Mission personnel.
