C. Consolidated income and expense projections for 2006

The net consolidated income, including the tsunami funds, is expected to total 915.9 million.

The consolidated balance sheet and income and expenditure account have no 1990 1991 comparative figures either.

We are pleased that the inter agency consolidated appeals have progressively become more integrated and comprehensive.

As indicated in table 1, the PSD net consolidated income for 2006 is projected at 584.4 million.

Normally, it takes approximately one month to complete comprehensive needs assessments and to prepare a consolidated appeal.

Yet he has never proposed comprehensive reform of either the personal or corporate income tax.

The consolidated budget further explains that the share of special purpose (earmarked) voluntary income is on the increase, rising from 68 per cent of total income in the biennium 2002 2003 to a projected 73 per cent in the biennium 2006 2007.

To date, no comprehensive mechanism exists to organize negotiations with private creditors, which poses a particular challenge for middle income debtor countries.

The Department of Humanitarian Affairs and the operational agencies concerned should work closely to establish priorities within consolidated appeals, based on a comprehensive and realistic projection of relief requirements.

In the opinion of UNHCR and for the purpose of financial management, focusing solely on income and expenditures has some inherent limitations a comprehensive view of income from all sources provides a more complete picture.
