Coordinated approach to reporting by States parties

The Government decided to take a comprehensive approach to human rights reporting.

The inter committee meeting recommended that all States parties consider adopting a coordinated approach to reporting under all of the treaties to which they are party, and consider the option of establishing appropriate and stable coordinating institutions or mechanisms in order to support coherent, timely, sustained and thorough reporting.

Since then the approach has evolved to take into account developments in corporate sustainability reporting as well as development in the field of accounting for social and environmental impact.

One approach to address a protracted refugee situation during the reporting period concerned the Convention Plus initiative to establish a comprehensive plan of action (CPA) for Somali refugees launched in July 2004.

In that context, the improved possibilities for the inclusion in reports of information gathered within a federal structure and for clearer comparison between reporting States by the treaty bodies, as well as the particular advantages of a coordinated approach to reporting for developing countries were highlighted.

It could be noted here that the criteria for suspicious transaction reporting vary from one State to another some set out a certain amount of money as the threshold for reporting, whereas others take a more generic approach, where banks are required to report transactions they think are suspicious , regardless of the amount.

Members also observed an increasing fatigue among States with regard to reporting and visits by different monitoring mechanisms and other bodies, and noted the need to address that challenge, possibly by adopting a more flexible and direct approach to States.

Greater investment is needed in awareness raising, training, research and improved monitoring and reporting mechanisms, as is more regular and comprehensive reporting by Governments to monitoring and reporting bodies.
