Only if we are united can we transform our world for the better.

We are, and will continue to be, united in solidarity.

They are absolutely crucial if we are to bring vitality into the United Nations.

We see Secretariat reform as indispensable if we are to meaningfully renew the United Nations.

We are united both by moral imperatives and by objective interests.

But we are deluding ourselves if we believe that we can protect the United Kingdom simply by what we do at home.

However, we are pleased to see that the parties are proving to be more open to dialogue with United Nations structures.

We are here today because the United Nations have defined goals for the progress of countries.

We want a United Nations where the opinions of all are taken into account and respected.

That also includes strengthening as we are now doing the legal regime of United Nations protection.

We are grateful for all the support and good will that we have received from many countries and from the United Nations.

We are aware that the United Nations is moving to extend its technical assistance, and we urge that the process be accelerated.

Those are details that we would like to discuss with the Council if we leave a delegation here at the United Nations.

We are pleased that the Registrars and the United Nations Office of Legal Affairs are taking the initiative in this regard now.

So we ask that you join us in rediscovering the value of citizens united, and to declare that we are all still pioneers.

We are extremely grateful for the continuous support we receive from the United Nations, and from the Department for Disarmament Affairs in particular.

Those are the security issues to which we believe the United Nations should be paying more attention.

We call upon the United Nations to make every effort in that regard until those objectives are realized.

Why are we not using the data we have? We have data in the United Nations, in the national statistical agencies and in universities and other non governmental organizations.

For the United States, we are restricted by United States statutes that reflect deep concerns about the Court from providing assistance and support to the ICC.

As we are all making our best efforts to reform the United Nations, we certainly welcome the increased openness and transparency in the selection process, and we are encouraged by the Secretary General's efforts towards that commendable trend.

Although the issue we are considering is important, we are convinced that no United Nations reform will be complete without a thorough revitalization of the General Assembly, our main deliberative and representative organ.

Our nation s unity is not artificial. We are united as a people and in our shared history of suffering.
