The need to respect the views and independence of national institutions, as reflected in the reports submitted by States to treaty bodies.

In accordance with article 16(3) of the Rules, a number of governments, including Iraq, submitted information and views in response to these reports.

His views and recommendations represent a welcome vision for a strong and effective United Nations, which the successive reports he has been submitting to the General Assembly since 1997 have echoed.

In many cases, users can choose between virtual maps, satellite (aerial views), and hybrid (a combination of virtual map and aerial views) views.

With its point of views already presented in the previous Reports, the State of Viet Nam continues to make reservation on Paragraph 1, Article 29 of the Convention.

Views were also expressed that the reports of the Committee should be prepared in a reader friendly format, should be restricted to conclusions and recommendations, and should not contain a complete account of the discussion.

H. Views

Views were expressed that in order to allow proper preparation by delegations, the consideration of reports that had not been issued by the time of the organizational session should be deferred.

The Committee may request the State party to include information on any action taken in response to its views or recommendations in its subsequent reports under article 18 of the Convention.

The Committee welcomes the open and inclusive participation in the reporting process of institutions and NGOs concerned with the protection of human rights, as well as the inclusion in the reports of diverging views of civil society.

We share those views in a spirit of cooperation, and look forward to hearing the views of others.

One major group states that fewer than one half of the reports submitted were developed in consultation with stakeholders and that, even when consulted, the views of stakeholders are not always reflected in the final report.

The General Assembly held further informal consultations of the plenary from 22 to 24 February 2005 to exchange views on both reports. In the course of those consultations, 81 speakers took the floor.

That included the first reports from 191 Member States and six reports from other entities, 160 second reports from Member States and two reports from other entities, 119 third reports from Member States and one report from another entity, and 72 fourth reports from Member States.

They include first reports from 191 Member States and 6 from others, 164 second reports from Member States and 2 from others, 124 third reports and 1 from others, 88 fourth reports from Member States and 8 fifth reports.
