The General Assembly considered this question at its thirty fifth to thirty ninth sessions, forty first, forty third, fifty fifth and fifty sixth sessions (resolutions 35 200, 36 162, 37 179, 38 99, 39 114, 41 160, 43 150, 55 82 and 56 268).

The Commission may wish to request the Secretariat to consider such issues and present the results of those considerations to the Commission at its thirty ninth session in 2006.

The Working Group may wish to adopt, at the close of its session, on Friday, 3 February 2006, a report for submission to the thirty ninth session of the Commission.

15. Endorses the recommendation of the Committee that the Scientific and Technical Subcommittee, at its thirty ninth session, taking into account the concerns of all countries, in particular those of developing countries

The Working Group may wish to adopt, at the close of its session, a report for submission to the thirty ninth session of the Commission, scheduled to be held in New York from 19 June to 14 July 2006 (subject to approval by the Commission at its thirty eighth session).

The view was expressed that, in order for the agreement of the Legal Subcommittee at its thirty ninth session to be implemented, the participation of and effective implementation by ITU would be necessary.

At its thirty ninth session, the Committee adopted a decision on modalities related to the consideration of initial reports under the two Optional Protocols to the Convention on the Rights of the Child.
