The Government had engaged in dialogue with the Office of the High Commissioner and worked with a team from that Office on a technical assistance programme.

The office in Colombia continued to perform its duties of observation, advice, technical cooperation, promotion and dissemination.

In this regard, the Commission welcomes the Agreement for Technical Cooperation signed by the Office of the Vice President and the office in Colombia of the High Commissioner.

Technical assistance is provided by my Office and other United Nations entities and is described throughout this report.

Equity structures have also benefited from logistical support (computers, office facilities) and from technical assistance (National Equity Committee).

Peacekeeping missions should, at least once a year, seek the technical views of the Office on the quality of legal services provided at the missions.

The United Nations Office on Drugs and Crime launched a global programme against corruption in February 1999 as a vehicle to provide technical assistance to Member States.

In particular, the Mission strongly supported the efforts to establish an office in Guatemala of the Office of the United Nations High Commissioner for Human Rights, to ensure continued technical assistance and international observation of human rights following the termination of MINUGUA.
