The mismatch between labour market demand and supply is partly a result of educational policies.

Between 2000 and 2004, the government took several steps to increase the quantity and quality of the labour supply in Ontario.

They include saturated home markets, currency appreciation, cost disadvantages, limited land, limited labour supply, and the need to follow competitors and suppliers.

Many companies from Europe, North America, South Korea and Japan have operations in Asia's developing countries to take advantage of its abundant supply of cheap labour and relatively developed infrastructure.

However, since youth feel that entrepreneurship is only part of the solution, they encourage youth employment policies to focus on both the supply and the demand side of the labour market.

Few offers are made in certain sensitive sectors, including health, audio visual or labour intensive services, particularly through mode 4 (at less skill levels) and mode 1 (cross border supply of services).

Recently adopted legislation included the new Labour Law, the Law on Labour Protection, a number of regulations of the Cabinet of Ministers on employment and labour protection and the Administrative Procedure Law.
