The objectives set for the programme against trafficking in persons include strengthening the capacity of countries to combat trafficking in persons and smuggling of migrants through assistance to meet their obligations under the Trafficking in Persons Protocol and the Migrants Protocol.

While the role of organized criminal groups in the smuggling of migrants is well established, there exists surprisingly little detailed information or global research on the extent and nature of that role.
