74. The Board reviewed the procurement service provided to peace keeping field missions by the Purchase and Transportation Service.

In the meantime, the Procurement Service will organize a second round of the advanced field procurement training programme to upgrade skills of procurement staff in the field missions.

For instance, in Chile, the official procurement website offers the Normative Orientation Service (Servicio Orientación Formativa) that provides legal advice on procurement rules.

To support the activities of newly established peacekeeping missions, several staff members of the Procurement Service have been assigned to perform procurement functions.

The Procurement Service issued the most recent reminder to Section Chiefs in February 2006.

The Service then determines whether procurement action should be taken at Headquarters or locally.

Believing that a situation of urgency exists, the Service takes an expeditious procurement action.

In addition to establishing system contracts and improved procurement planning, the Department will continue to work with Procurement Service to explore ways of further reducing procurement lead times at peacekeeping missions.

The Procurement Service has been taking all possible measures to increase procurement opportunities for vendors from developing countries and countries with economies in transition.

The Department of Peacekeeping Operations informed the Board that its new integrated training service, which had developed various plans to provide mission procurement staff with training in line with global goals, would work with the Procurement Service to meet the procurement training needs of mission staff.

The Procurement Service indicated that it had recommended changing the procedures governing vendor review committees.

The variance of 266,200 reflects the cost of the pilot project in the Procurement Service.

An external consulting firm, commissioned by the Administration, reviewed the internal controls of the Procurement Service, covering only Headquarters generated procurement, including for peacekeeping operations.

25D.38 Subprogramme 4, Commercial, procurement and transportation services, is carried out by the Purchase and Transportation Service and the Commercial Activities Service.

The Department also agreed to establish, in conjunction with the Procurement Service, reasonable milestones for the air services procurement process to allow sufficient time for vendor pre qualification.

Administrative heads of missions are allowed to make ex post facto procurement awards and ex post facto presentations to the Procurement Service only in rare cases of exigency.
