Subsidiary bodies have dealt with sanctions on an ad hoc basis, such as the Sanctions Committee on Yugoslavia.

Decisions of the Committee exemplify the absurdity of sanctions as a whole.

The Sanctions Committee has repeatedly denied the requests of the FR of Yugoslavia to exempt those payments from the regime of sanctions.

A proactive and dynamic chairman of a sanctions committee plays an indispensable role in this regard.

By the same resolution the Council established a Committee to monitor the implementation of the sanctions.

As a result of the strict implementation of the sanctions and slow and restrictive procedures of the Sanctions Committee, even humanitarian products which are exempt from sanctions are not reaching those in need, contributing to the ruining of a whole nation.

For example, establishment of the relevant sanctions committee should be automatically followed by the creation of a special compensation committee of the Security Council

Apply sanctions?

On 31 July, the Analytical Support and Sanctions Monitoring Team submitted its first written report to the Sanctions Committee (S 2004 679) in accordance with paragraph 8 of resolution 1526 (2004).

The Sanctions Committee granting approval for exports of products to the Federal Republic of Yugoslavia which are exempted from the sanctions comprises United Nations Security Council member States in New York.

We led the Commonwealth, through the Commonwealth Foreign Ministers Committee, in the imposition of sanctions against South Africa.

Bahrain would cooperate fully with the Analytical Support and Sanctions Monitoring Team established by the latter Committee, and with the Counter Terrorism Committee Executive Directorate.

The transshipments along the Serbian section of the road could be carried out under effective measures for monitoring and control agreed upon with the Sanctions Committee and the respective Sanctions Assistance Missions.

However, the rent securities and other funds of Iraq came under the sanctions imposed by the Security Council and were a matter of jurisdiction of the Sanctions Committee of the Security Council.

I now turn to the activities of the Committee and of its Analytical Support and Sanctions the Monitoring Team.

Information regarding the assistance needs of Member States provided to the Al Qaida and Taliban sanctions Committee and the 1540 Committee must be shared with the CTC.

Monitoring of sanctions implementation by sanctions committees and monitoring mechanisms, in accordance with relevant Council resolutions, can increase the effectiveness of sanctions.

During the period under review, the Committee held one informal meeting to discuss various issues relating to the sanctions regime.

By a special decision of the Sanctions Committee, the use of the Bar seaport for that purpose has been prohibited.

With respect to the Al Qaida and Taliban sanctions Committee, the sanctions regime has been greatly enhanced since the adoption of resolution 1267 (1999) in order to adapt it to the evolution of the menace.
