In its resolution 58 289, entitled Improving global road safety , the General Assembly recognized the need for the United Nations system to support efforts to address the global road safety crisis.

We have come a long way since the road safety item was included in the agenda of the General Assembly in 2003.

Following General Assembly action in December 2004, some 361 General Service posts were added to the regular budget staffing table, primarily reflecting efforts to strengthen security and safety.

In line with General Assembly resolution 59 267 (XI) of 23 December 2004, those activities have been subsumed by the Department of Safety and Security and are now reflected under section 33, Safety and security.

However, pursuant to section XI of General Assembly resolution 59 276 of 23 December 2004, the activities relating to security and safety now fall under section 33, Safety and security.

Noting with satisfaction the progress made by the United Nations Road Safety Collaboration as described in the report of the Secretary General as well as the road safety initiatives undertaken by relevant United Nations agencies and international partners,

The Secretary General hereby transmits the report prepared by the World Health Organization (WHO) on the global road safety crisis in accordance with General Assembly resolution 58 289 of 14 April 2004.

The Secretary General I congratulate the General Assembly on the important step it has taken in adopting the Optional Protocol to the Convention on the Safety of United Nations and Associated Personnel.

Immediate action to establish the Department of Safety and Security was taken by the appointment on 13 January 2005 of the Under Secretary General for Safety and Security, as well as the designation of officers in charge for the Division of Safety and Security Services and for the Division of Regional Operations.

In resolution 59 276 of 23 December 2004, the General Assembly created the Department of Safety and Security (DSS), which involved the merger of UNSECOORD, the Safety and Security Service, and the field security component of the Department of Peacekeeping Operations.

131. Decides not to reclassify a D 2 post to the Assistant Secretary General level for the Deputy to the Under Secretary General for Safety and Security

The World Health Organization has hosted meetings of the United Nations Road Safety Collaboration, whose outcomes are contained in the report of the Secretary General.

In order to ensure the safety and security of offices away from Headquarters, the Department was liaising with the relevant directors general and executive secretaries.

Consequently, in accordance with established procedure, the Secretary General submitted a new programme to be included in the biennial programme plan, namely, programme 27, safety and security (ibid.).

The NPUs and NPPUs currently under development fully meet the established specific safety requirements and general technical safety requirements for all regular use by spacecraft personnel and the rocket industry and for all foreseeable accident conditions.

The European Union nevertheless agreed with the Secretary General that the United Nations was heavily reliant on cooperation from the host State in matters of safety.

In its resolution 59 276, the General Assembly specified measures to strengthen the security and safety of the United Nations system, including field security arrangements at all duty stations worldwide, and to unify the separate security structures into the Department of Safety and Security.

The linkage between poverty and underdevelopment on the one hand and road safety on the other has been underlined by the Secretary General in his earlier reports.

New Zealand joined the Secretary General in calling for all States to become parties to the 1994 Convention on the Safety of United Nations and Associated Personnel.

29. Also decides to appropriate 500,000 dollars under general temporary assistance to provide surge capacity for the Department of Safety and Security

The new Under Secretary General for Safety and Security should be given an opportunity to reassess the feasibility of the current proposals.
