Non post requirements, at the maintenance level of 33,800 would cover travel of staff ( 21,100) maintenance of office automation equipment ( 9,200) and replacement of data processing equipment ( 3,500).

The provision under information technology ( 406,100) includes requirements of 368,600 for the acquisition of data processing equipment.

The unspent balance of 20,000 is attributable to lower requirements under the maintenance of information technology equipment.

Non post requirements of 26,300, at the maintenance level, would cover communications ( 9,200) maintenance of office automation equipment ( 10,100) office supplies ( 3,400) and replacement of office automation equipment ( 3,600).

Non post requirements, at the maintenance level of 43,200, would cover communications ( 11,200) maintenance of office automation equipment ( 20,200) office supplies ( 3,300) and replacement of office automation equipment ( 8,500).

The non post additional requirements of 19,900 relate to accommodation of the above new posts, including 10,300 for acquisition and replacement of office automation equipment, related equipment maintenance ( 6,600) and supplies ( 3,000).

The additional requirements of 2,600 relate to the acquisition of three laptops purchased during the period for the training sessions offset by lower requirements for the maintenance of information technology equipment.

The increase is attributable to requirements in respect of the additional contingent personnel, including reimbursement for troop costs and major equipment, emplacement of troops, rations and freight and deployment of contingent owned equipment.

A major portion of that budget relates to the aircraft, aviation fuel, telephone link equipment, telephone operation and staffing requirements.

The reduced requirements were attributable to the fact that no observation equipment could be procured during the short period of time.

The composition of SDS has developed from the initial equipment list to accommodate changes in the operational environments of peacekeeping missions, especially the emerging security equipment requirements to meet the minimum operational security standards (MOSS).

This provision is budgeted to upgrade existent software equipment and reflects no change over the revised 2005 budget requirements.

Additional requirements were due mainly to the need to establish more camps than planned because of the lack of existing infrastructure, resulting in the acquisition of additional information technology network equipment.

The unutilized balance was further attributable to the lower than budgeted average troop strength, which resulted in reduced requirements for contingent owned equipment and self sustainment.

With regard to the requested operational requirements, the Committee points out that the programme of acquisition of vehicles, equipment and services should take account of the delays in deployment of Mission personnel.

However, the ground forces still have priority in the number of personnel, weapons, military equipment development priorities and the development of their future systems, which will correspond to modern warfare requirements.

Supplementary information submitted indicates that one of the main factors for the proposed decrease results from reduced requirements for the freight of contingent owned equipment deployed during the 2004 05 period.

The additional requirements of 15,700 resulted primarily from the assistance provided to the team working on preparations and support for the meeting of the 2004 Working Group on Contingent owned Equipment.

The lower requirements resulted mainly from the delayed deployment of troops and their contingent owned equipment, owing to delays in the transfer of authority from the Multinational Interim Force to the Mission.
