Public safety nets are overstretched, with too many poor people falling through.

The so called safety net has suffered accordingly, as have America s poor.

Occupational safety and sanitation well as production tools are in poor conditions.

Moreover, Russia s demographic crisis continues, sustained by poor public health and inadequate investment in a social safety net.
