PROPOSED REVISION OF UNHCR'S EVALUATION POLICY

Policy studies is the combination of policy analysis and program evaluation.

EVALUATION AND POLICY ANALYSIS UNHCR'S PLAN AND ACTIVITIES

Advocacy evaluation, also called public policy advocacy design, monitoring, and evaluation, evaluates the progress or outcomes of advocacy, such as changes in public policy.

Policy advocacy evaluation focuses on the contribution towards achieving policy, and not on the results of that policy.

The UNHCR evaluation policy took effect on 1 January 2003.

The High Commissioner intends to strengthen UNHCR's evaluation and policy analysis functions.

This report provides a brief update on activities undertaken by the Evaluation and Policy Analysis Unit (EPAU) in 2005 and outlines the work plan for the rest of the year, as well as proposals to revise UNHCR's Evaluation Policy.

Upon enquiry, UNODC informed the Advisory Committee that the Independent Evaluation Unit, with three Professional staff and two General Service staff in the Policy Analysis and Research Branch (Division for Policy Analysis and Public Affairs), was responsible for planning and coordinating the evaluation activities for UNODC.

This is different from policy analysis, which generally looks at the results of the policy, or mainstream program evaluation, which assesses whether programs or direct services have been successful.

UNFPA helps build country capacity for age and gender disaggregated data collection and analysis for policy formulation, programme planning and monitoring and evaluation.

Under the Rules of Business this Ministry's tasks include integrated rural development programmes policy, guidance, follow up action, coordination, foreign assistance and evaluation.

A review of the Evaluation Unit's work plan to date also shows that its actual focus was more limited than stated by the policy.

Following a Canadian funded review of EPAU in 2002, UNHCR elaborated and adopted an Evaluation Policy which came into effect on 1 January 2003.

The Unit advocates the incorporation of evaluation and best practices identified therein into current and future programmes, organizational and strategic planning and policy formulation.

Despite some important initiatives, the evaluation found that inclusion of a policy level gender perspective in the poverty reduction practice area has been uneven.

Independent evaluation is a core service function of UNODC that contributes to accountability, learning, policy development and improvement in the quality of programme delivery.

22.7 Advisory services respond to requests from Governments on policy related issues, development strategies and programmes and on the formulation or evaluation of projects programmes.

At a practical level, these principles should guide the setting of priorities in public policy, programme designs, delivery of services and evaluation of government performance.
