(i) Abolish the use of ungazetted or unauthorized places of detention or safe houses , and immediately provide information about all places of detention

Officials from the Turkish Embassy in Tashkent had visited the applicants in their respective places of detention in October 2001.

The Special Rapporteur observes that in recent years much concern has been raised by Governments with respect to the above mentioned terms of reference, particularly with regard to unannounced visits to places of detention.

At the meeting of the Subcommittee, the Government also stated that the United Nations had been given access to all places of detention in Darfur, including access to persons detained by national security and military intelligence.

Approximately 79 per cent of the overall cost for detention services relates to detention guards.

In all these places of detention, conditions are relatively pleasant, victims are apprised of their rights, representatives of NGOs are given access in order to render assistance and attempts are made to listen to the needs of the victims.

There is continued concern about the situation of women in detention and the issue of illegal detention.

In China, such letters of authorization could not be issued, which meant that officials of the Ministry for Foreign Affairs accompanied the Special Rapporteur throughout his mission in order to assure his unimpeded access to all places of detention.

What was the maximum length of time a person could be held in pre trial detention without being able to communicate with anyone outside the detention facility? The delegation had informed the Committee that when pre trial detention was extended, it became court detention rather than police detention.

Women who are under temporary detention and violate regulations of the detention center and thus are subject to punishment of isolated detention in a separate room will not be fettered like men.
