An anti corruption commission has been established. The office of the tax ombudsman has been created.

A major emphasis was on strengthening the Office of the Human Rights Ombudsman, especially its field offices.

The representative also mentioned the establishment of the Office of the Ombudsman in 2001, and that an advisory board assisted the work of that office.

There was no duplication of mandate, since the Office of the Ombudsman examined the performance of government officials only.

Mr. CHAIYANUKIJ (Thailand) said that the Office of the Ombudsman and the National Human Rights Commission were both independent bodies.

26. Decides to establish branch offices for the Office of the Ombudsman in Bangkok, Geneva, Nairobi, Santiago and Vienna, each with one Regional Ombudsman (P 5) and one Administrative Assistant (General Service (Other level Local level))

In its resolution 59 283 (para. 20), the Assembly requested that the Office of the Ombudsman submit proposals for improving access to the Office for staff serving in different locations.

The General Accounting Office of the Republic, the Office of the Attorney General, the Office of the Human Rights Ombudsman, the Superintendency of Banks and the Superintendency of Pensions are oversight bodies vested with constitutional authority.

(l) Allow regular and unannounced visits to police stations by the Office of the Ombudsman, as well as by other independent bodies

The Commission also notes the work of the Office of the Ombudsman and other State institutions in the defence of human rights.

The Committee notes with appreciation the adoption of the Law on the People's Rights Defenders (Ombudsmen), the election of the first Ombudsman in November 2002 and the establishment of a section for children's rights issues within the Office of the Ombudsman.

Moreover, it periodically submitted reports on problems encountered in the protection of children and had recently established the office of a Children's Ombudsman.

MINUGUA worked with the Office of the Human Rights Ombudsman in many ways, sharing databases and methodologies, discussing cases and conducting joint verifications.

Using the materials developed for the Office of the Human Rights Ombudsman, MINUGUA provided human rights verification training for dozens of local organizations.

Those funds were directed mostly towards strengthening major State institutions, such as the Public Ministry, the Public Defenders Office, the Judiciary School, the Office of the Human Rights Ombudsman and the penitentiary system.

In 2001 the Government had established the office of police ombudsman the ombudsman acted as a link between the police and persons of foreign origin, providing the latter with such information as they required and, where necessary, referring them to the proper authority.

(b) Caribbean Ombudsman Association

While taking note of the establishment of the Office of the Ombudsman in 1997, the Committee expresses its concerns at the fact that the Office lacks the necessary human and financial resources for proper functioning.

Such apathy makes my task as Russia's ombudsman, an office charged by the State Duma (parliament) with protecting political rights in Russia, difficult, if not impossible.

Law No. 212, establishing the Office of the Human Rights Ombudsman, provides for the appointment of a Special Procurator for Women, who was appointed in 2000.

Training of candidates and voters has been provided by the Electoral Commission, the Department of Women's Affairs, the Office of the Ombudsman on an ad hoc basis.

Besides the Labour Department other complaint machineries such as Unions, the Office of the Ombudsman for the public sector employees and the courts are available for complaints.

The Commission also notes the work undertaken by the Office of the Ombudsman, together with other institutions, to set up a mechanism to investigate cases of disappearance.

The Committee welcomes the assurance provided by MSAR that the Office of the Ombudsman has the mandate to receive complaints on violations of economic, social and cultural rights.

Under the Ombudsman Act 1983 (Vic), the Ombudsman should make independent inquiries into administrative action taken by relevant public bodies.

The Advisory Committee's examination would touch not only upon the matter of the Joint Appeals Board but would also include the relevant activities of the Office of the Ombudsman, the Office of Legal Affairs, the Office of Human Resources Management, the Office of the Under Secretary General for Management as well as the Administrative Tribunal.
