APEC countries have elaborated guidelines based on the principles of non discrimination, comprehensiveness, transparency and accountability. The APEC Principles to Enhance Competition and Regulatory Reform are voluntary and non binding and emphasize cooperation in competition enforcement.

The economic partnership agreement between Japan and Singapore also provides for cooperation in the field of competition policy ( it has now been supplemented by an implementing agreement), and this will be a basis for competition policy elements in the Japan ASEAN Economic Partnership Initiative.

Russia s relations with the EU are governed by an agreement signed in June 1994 concerning trade, business and investment, competition issues, protection of intellectual, industrial, and business property, and financial cooperation.

There are also bilateral agreements or arrangements which either focus specifically on technical assistance on competition law and policy (there is such an agreement between the competition authorities of South Africa and Zimbabwe, for instance) or include such assistance within the context of assistance on different forms of economic regulation.

As with competition in private markets, competition in government services leads to better outcomes.
