Expert review teams During individual inventory reviews, international teams of inventory experts examine the data, methodologies and procedures used in preparing the national inventory.

8 For the purpose of these guidelines for national systems, the inventory development process encompasses inventory planning, preparation and management.

The annual inventory, including the national inventory report and the common reporting format (CRF) Supplementary information under Article 7, paragraph 1, incorporated in the Party's national inventory according to section I.D, greenhouse gas inventory information, of the guidelines for the preparation of the information required under Article 7.

The review of national systems shall be conducted, as appropriate, through interviews with personnel involved in inventory planning, preparation and management, and through examination of relevant records and documentation, including use of the inventory CRF and preparation of the national inventory report.

Twenty four GHG inventory reviews and 18 in depth reviews of national communications are scheduled.

Annex I Parties are required to submit a national GHG inventory by 15 April of each year.

Details regarding any information of a non quantitative character should be provided in the national inventory report (NIR).

The bill provides for, inter alia, a legal and institutional framework and for an inventory of national water resources.

Positive feedback was given on in depth reviews (IDR) of Annex I Parties' national communications, inventory reviews and support for non Annex I Party national communications.

In 2004, the secretariat organized a review for each country that provided a complete inventory submission (i.e. containing the common reporting format and a national inventory report) within six weeks of the submission due date.

Based on any findings during the individual inventory review and on findings related to reported changes in national systems considered by the expert review team to be potentially significant in relation to an identified problem in the inventory of the Party included in Annex I, the expert review team may request an additional country visit to review the relevant components of the national system in conjunction with an in country inventory review.

However, it should be noted that the Government of National Unity and Transition has already begun such an inventory among regular army and police units. The inventory is still in progress because the disarmament and integration process has not yet been completed.

In cooperation with the national focal points, it identified a national consultant in each of the participating States, recruited within the framework of the SATCRA project, to conduct the inventory over a period of three months.

The inventory reporting guidelines were revised by decisions 18 CP.8 and 13 CP.9, after these national system guidelines were agreed by decision 20 CP.7.

Since national implementation plans encompass issues of capacity building and inventory and destruction of POPs, one possible area of service for regional and subregional centres is to assist Parties in the implementation of their national implementation plans.

All 36 inventory review reports were completed on time, or within one week of the due dates established in the inventory review guidelines.

The expert review team shall assess whether the inventory preparation components covered in paragraph 14 (c), (e) and (g) of the guidelines for national systems are functioning adequately, on the basis of an assessment of the most recent annual inventory, its consistency with good practice, and any additional information gathered.

Four Parties submitted their 2004 national inventory using this software, but most Parties continued to use the spreadsheet based software because of the late availability of the CRF Reporter.

Inventory may also cause significant tax expenses, depending on particular countries' laws regarding depreciation of inventory, as in Thor Power Tool Company v. Commissioner.
