Effective monitoring of the implementation of resolution 1373 (2001) calls for more than just reviewing reports it requires additional means and resources.

The lack of implementation was not due to the working method of the Commission on Sustainable Development but rather to countries' failure to deliver on their commitments, in particular to provide the necessary means of implementation, notably financial and technical ones.
