For 2005, the expenditures estimated for the capital master plan total 25.26 million, consisting of 7.458 million for the design development phase and 17.802 million for the construction documents phase. For 2006, expenditures for the latter phase only are estimated at 8.198 million.

If we are serious about a master plan for growth, we need to provide the necessary means.

As at 31 December 2004, the cumulative expenditures for the capital master plan amounted to 26.024 million.

The application of multi year assessments, which would be phased to meet the expenditure needs of the project and facilitate the build up of cash reserves in the early years of construction, would meet many of the requirements for funding of the capital master plan.

In its resolution 57 292, the General Assembly decided to establish a special account for the capital master plan and appropriated 25.5 million for the biennium 2002 2003 for design, project management and pre construction management services for the baseline scope and scope options.
