Recently, in the international debate on the sustainable management of marine resources and the protection of marine ecosystems, there has been a strong focus on the high seas.

135. Also recognizes the importance of research on marine genetic resources for the purpose of enhancing the scientific understanding, potential use and application, and enhanced management of marine ecosystems

Although humans cause the greatest threat to our marine environment, humans also have the ability to create effective management plans that will be the key to successful marine conservation.

Marine scientific research can lead to a better understanding and utilization of the ocean and its resources in almost all aspects, including fisheries, marine pollution and coastal zone management.

In 2004, UNEP initiated a feasibility study on sustainable management of marine litter (see para. 18 above).

These cover such issues as chemical wastes and integrated approaches to the management of coastal areas and the conservation and management of marine resources and ecosystems.

The Plan also recognizes that some marine environments and the resources they hold need special protection and management.

We strongly believe that all States should apply effective measures for the conservation, management and exploitation of fish stocks in order to protect living marine resources and preserve the marine environment.

The overall objective of the currently scheduled project is to seek sustainable management of marine litter in the NOWPAP region in line with the sources, quantities and adverse effects of marine litter.

However measures to reduce or prevent marine litter should be a part of waste management in society as a whole.

UNEP has closely linked global programmes on the conservation, management and monitoring of the marine environment and its living resources.

The study shows that the major source of litter into the marine environment is from coastal urban centres owing to the lack of coastal solid waste management, to inadequate management or to the failure of such management.

I will focus on three main topics in my statement today the evaluation of the 1995 Fish Stocks Agreement, the sustainable management of living marine resources and protection of the marine environment, and maritime security.

Marine management remains a fragmented patchwork of national and international bodies, with separate and often overlapping jurisdictions, and no global accountability.

A similar agreement has been concluded with FAO and the Institute of Marine Research in Norway for cooperation in, and co financing of, a project dealing with fisheries and living marine resources trawl assessments and management.

It also looked at integrated coastal area and river basin management, which links freshwater and coastal and marine systems, highlighting land based sources of activities affecting the quality and uses of the coastal and marine environment.

(c) Coastal and marine resource issues should be addressed through the adoption of integrated coastal area management for the sustainable development of the marine environment and resources, including fisheries and aquaculture at the national and regional levels

A new brochure examines the widespread occurrence of marine litter in areas under the Regional Seas Programme and within the 64 large marine ecosystems around the world, so as to promote integrated management based on ecosystem approaches.

The sustainable management of marine litter is a perfect illustration of a global and transboundary marine environmental problem and for this reason it is anticipated that the United Nations system will be instrumental in tackling this global challenge.

Those programmes include the Global Plan of Action for the Conservation, Management and Utilization of Marine Mammals, the Global Programme of Action for the Protection of the Marine Environment from Land based Activities and the Regional Seas Programme.

Many countries, such as Tonga, the United States, Australia and Bahamas, and international management bodies have taken steps to appropriately manage marine resources.

Some delegations stressed the importance of the application of the ecosystem and precautionary approaches in the conservation and management of marine living resources.

Assisting Governments to operate collectively in the management and sustainable use of integrated transboundary river basin, wetland, coastal zone and large marine ecosystems.

XI. Marine environment, marine resources and sustainable development

The Commission focused its efforts on promoting integrated management and the development of national plans of action for the protection of the marine environment.

(a) Analysis of the implementation and effectiveness of the existing measures relevant to the control and management of derelict fishing gear and related marine debris

During recent discussions on oceans issues, much attention has been devoted to integrative approaches, including an ecosystem approach to the management of the marine environment.

(b) Capacity building, regional cooperation and coordination, and integrated ocean management, as important cross cutting issues to address ocean affairs, such as marine science and the transfer of technology, sustainable fisheries, the degradation of the marine environment and the safety of navigation

We believe that building States' fisheries management capacity is important to ensure effective control and sustainable use of their resources and the transfer of marine technology.

It would also try to develop a platform for cooperation and coordination of activities for the control and management of marine litter on a wider scale.

Formulation and implementation of improved solid waste management programmes in small rural communities to prevent litter from escaping into rivers and the marine and coastal environment

To achieve the conservation, management and sustainable use of living marine resources, States must cooperate to prevent, deter or eliminate illegal, unreported and unregulated fishing activities.
