Optimists argue that the short run macroeconomic impact of the deal to raise America s debt ceiling and prevent sovereign default will be limited roughly 25 billion in expenditure cuts in the coming year.

What about market discipline? Is the German government s willingness to issue more debt and run bigger deficits limited because the market recognizes and penalizes nation states that allow their fiscal positions to weaken?

And the problem isn t limited to such financial products with issuers of other debt securities choosing and compensating the firms that rate them, the agencies still have strong incentives to reciprocate with good ratings.

First, while there may be scope for fiscal stimulus in some countries, in many countries it is limited hence, the region as a whole must protect its hard won low level of public debt.

More debt relief encompassing more countries and more debt (including bilateral debt) is needed.

Trapped in the aftermath of a wrenching balance sheet recession, US families remain fixated on deleveraging paying down debt and rebuilding their income based saving balances. Progress has been slow and limited on both counts.

Time is limited.

These include limited financing, limited institutional capacity, legal complexity, and the need for community involvement.

Unsustainable private debt problems must be resolved by defaults, debt reductions, and conversion of debt into equity.

The country simply cannot keep on piling debt upon debt.

Fifth, debt burdens that cannot be eased by growth, savings, or inflation must be rendered sustainable through orderly debt restructuring, debt reduction, and conversion of debt into equity.

Even the largest and richest country in the world has limited resources. The Iraq war has been financed entirely on credit and partly because of that, the US national debt has increased by two thirds in just eight years.

The demand for debt repayment confronts the philosophy of debt forgiveness.
