Recalling that Parties have affirmed that the principles in decision CMP.1 (Land use, land use change and forestry) govern the treatment of land use, land use change and forestry activities in the annex to that decision,

CMP.1 Land use, land use change and forestry (FCCC KP CMP 2005 3 Add.1)

Affirms that the following principles govern the treatment of land use, land use change and forestry activities

Definitions, modalities, rules and guidelines relating to land use, land use change and forestry activities under the Kyoto Protocol

It provides methodological input on mitigation of climate change, land use, land use change and forestry, fuels used in international aviation and maritime transport and emission projections.

Definitions For land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, the following definitions shall apply

Amendments to the draft decision on land use, land use change and forestry (Text B in FCCC KP CMP 2005 3 Add.1)

Good practice guidance for land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol

Good practice guidance for land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol 10

The land categories shall be consistent with those defined in chapter 2 (Basis for consistent representation of land areas) of the IPCC Good Practice Guidance for Land Use, Land Use Change and Forestry.

FCCC KP CMP 2005 3 Add.1 Decisions concerning land use, land use change and forestry, and matters relating to Article 3, paragraph 14, of the Kyoto Protocol

The sectors covered are energy (supply and demand), agriculture, land use change and forestry, and waste management.

The treatment of land use, land use change and forestry project activities under Article 12 in future commitment periods shall be decided as part of the negotiations on the second commitment period.

CMP.1 Good practice guidance for land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol (FCCC KP CMP 2005 3 Add.1)

Due to recent changes in the inventory reporting guidelines for the land use, land use change and forestry (LULUCF) sector, a new version of the software was released in early September 2005.

Land use, land use change and forestry (LULUCF) When using data from a cluster of countries, data should be selected on the basis of the similarity of these countries in relation to National circumstances such as climatic conditions, vegetation types, management regimes, national policies and others Choices in relation to definitions, selection of carbon pools and of activities in accordance with draft decision CMP.1 (Land use, land use change and forestry) attached to decision 11 CP.7.

In general, Parties provided limited information on the methodologies used in the land use change and forestry (LUCF) sector.

Affirming that the implementation of land use, land use change and forestry activities included under the provisions of the Kyoto Protocol shall be consistent with the objectives and principles of, and any decisions taken under, the United Nations Framework Convention on Climate Change and its Kyoto Protocol,

Parties are encouraged to elaborate on this information on the basis of any relevant decisions of the COP MOP on good practice guidance associated with land use, land use change and forestry under Article 8

Adopts the tables of the common reporting format and their notes, contained in the annex to this decision, for the purpose of submission of annual inventory information on land use, land use change and forestry

This value was selected as an indicator of the average share of the land use, land use change and forestry emissions and removals relative to total emissions for Parties included in Annex I to the Convention.

6 In the context of the Kyoto Protocol and in accordance with decision CP.10, the IPCC Good Practice Guidance for Land Use, Land Use Change and Forestry shall be applied for the first commitment period.

In general, each team comprises a generalist' who covers cross cutting inventory issues and one or two experts for each inventory sector energy, industrial processes, agriculture, waste, and land use, land use change and forestry (LULUCF).

Greenhouse gas inventories in general and or specific sectors (energy, industrial processes, solvents and other products use, agriculture, land use, land use change and forestry, and waste) National systems, national registries, information on assigned amounts and information related to Article 3, paragraph 14.

Each Party included in Annex I shall include in its annual greenhouse gas inventory information on anthropogenic greenhouse gas emissions by sources and removals by sinks from land use, land use change and forestry activities under Article 3, paragraph 3 and, if any, elected activities under Article 3, paragraph 4, in accordance with Article 5, paragraph 2, as elaborated by any good practice guidance in accordance with relevant decisions of the COP MOP on land use, land use change and forestry.

4 In the context of the Kyoto Protocol and in accordance with decision 15 CP.10, the IPCC Good Practice Guidance for Land Use, Land Use Change and Forestry shall be applied for the first commitment period.

Moreover, investing in forest conservation and sustainable land use is one of the most cost effective means of mitigating climate change.

Adopts the definitions, modalities, rules and guidelines relating to land use, land use change and forestry activities under Articles 3, 6 and 12 of the Kyoto Protocol contained in the attached annex for application in the first commitment period.

For technical reasons (for example, size of tables and fonts), the layout of the printed version of the tables of the common reporting format for land use, land use change and forestry activities in this document cannot be standardized.

Greenhouse gas emissions from tourism originate from transport, energy and building sectors (as well as contributions from food and land use change).

This recognizes that the intent of the appendix to the annex to decision CMP.1 (Land use, land use change and forestry) is to factor out the effects described in paragraphs 7(a) 7(c) of these guidelines for the first commitment period.

Several other studies have shown that sugarcane based ethanol reduces greenhouse gases by 86 to 90 if there is no significant land use change.

Land use change and forestry More than two thirds of the Parties identified measures relating to the enhancement of removals of GHGs by sinks.

Uganda mentioned that population pressure leads to changes in land use practices that contribute to climate change and climate variability, and projected that impacts of climate change will be severe on densely populated areas.

However, the SBSTA continued to work on the methodologies for adjustment for the land use, land use change and forestry sector, which resulted in a draft decision forwarded for adoption by the COP at its eleventh session (see FCCC SBSTA 2005 4 Add.1).

For the first commitment period, the total of additions to a Party's assigned amount resulting from eligible land use, land use change and forestry project activities under Article 12 shall not exceed one per cent of base year emissions of that Party, times five.

Each Party included in Annex I shall ensure that its net acquisitions of tCERs and lCERs do not exceed the limits established for that Party as set out in paragraph 14 of the annex to decision CMP.1 (Land use, land use change and forestry).

Accounting of anthropogenic greenhouse gas emissions by sources and removals by sinks resulting from land use, land use change and forestry activities under Article 3, paragraphs 3 and 4, shall begin with the onset of the activity or the beginning of the commitment period, whichever comes later.

For the purpose of this annex, the definitions in paragraph 1 of the annex to decision 17 CP.7 and the definitions of forest, reforestation and afforestation in paragraph 1 of the annex to draft decision  CMP.1 (Land use, land use change and forestry), shall apply.

Instead, the land use change and forestry sector is the biggest source of emissions (more than half of total GHG emissions in 1994), mainly due to desertification.

(e) Utilization of current low value exportable surpluses in cereals and oilseed rape, ensuring minimal land use change required to supply a 2 per cent biofuel target.
