From Ghana to Kenya, governments are having increased difficulty in raising money for infrastructure projects and selling official debt.

This is one of a number of options for relieving external debt burdens in poor countries, including debt cancellation, in order to free resources for investments in essential infrastructure and services.

The result was massive misallocation of human resources, insufficient infrastructure investment, over reliance on credit entitlements, and, of course, unsustainable debt.

Third, for many countries, the 25 year old debt crisis is finally over, allowing much higher investment in health, education, and infrastructure.

Unfortunately, since the debt crisis in early 1980, the external environment of African countries had experienced a rapid deterioration, with major blows to manufacturing industries, sluggish investment, an increasing debt burden, limited improvement of infrastructure, product diversification and income growth.

Debt servicing obligations undermine the ability of many developing countries to finance investment in human capital and infrastructure, thereby affecting economic growth and the generation of employment.

India, for example, has eschewed currency intervention thus far, even while opening up to long term rupee debt inflows, in an attempt to finance much needed infrastructure projects.

Instead, they focused exclusively on US foreign debt, ignoring household debt (mortgage and consumer debt), public debt, business debt, and financial debt.

For the most part, poor countries have been paralyzed by debt service payments and rendered unable to do little, if any, development infrastructure construction for the systems needed by their own people.

Spain is also engaging with highly indebted middle income countries in projects to swap debt for public investment in key areas for sustainable human development, such as education, the environment and infrastructure.

Cutting back on high return investments (like education, infrastructure, and technology) just to reduce the deficit is truly foolish, but especially so in the case of a country like Australia, whose debt is so low.

More debt relief encompassing more countries and more debt (including bilateral debt) is needed.
