If such a category was too small for the Harmonized System, it was typically combined with the further processed forms of those products.

While some organizations had adopted harmonized procedures and common tools, they tended to retain their own administrative requirements, creating additional bureaucratic burdens for Governments and the United Nations system.

At some point, NAFTA and TTIP will need to be harmonized.
