There should be strong commitment to allowing the movement of natural persons to developed countries under Mode 4 of the General Agreement on Trade in Services.

UNCTAD's analytical work on the movement of physical persons (Mode 4 of the General Agreement on Trade in Services) was important and of potential benefit to developing countries.

This has posed constraints to their full participation in the negotiations on the General Agreement on Trade in Services.13 Active implementation of articles IV (increasing participation of developing countries) and XIX 2 (progressive liberalization) of the Agreement would increase the competitiveness of service supply of developing countries and beneficial engagement in trade in services.

Trinidad and Tobago does not have any commitments under the General Agreement on Trade in Services (GATS) on distribution services, and determination of the type of commitments that could be made would require that appropriate impact studies be carried out.

The General Agreement on Trade in Services (GATS) is a treaty of the World Trade Organization (WTO) that entered into force in January 1995 as a result of the Uruguay Round negotiations.

A fresh look at the existing global frameworks for widening the scope of such initiatives for human migration, such as Mode 4 of the General Agreement on Trade in Services, would be a starting point.

The reason behind the framework agreement between early childhood centers and local community services centers was to better structure and harmonize educational child care services, health services and social services for children and their families, particularly the most vulnerable and the most disadvantaged.

So far no general agreement has been reached in this respect.
