They will need to provide the spatial planning context, define the permanent forest estate and otherwise support regulatory and incentive frameworks.

There is, however, a need to emphasize the linkages between national forest programmes and the broader planning processes which determine overall priorities for development cooperation.

During its high level segment, the Forum may wish to consider ways to secure increased finance for sustainable forest management through, inter alia, full acknowledgement of national forest programmes in key development planning processes, including poverty reduction strategies and equivalent mechanisms.

Of particular value is the broadening of the range of stakeholders with an interest in forests and the development of innovative mechanisms for equitable involvement of these stakeholders in the formulation of forest policy and programmes and in forest planning and management.
