C. International official emergency financing and precautionary financial arrangements

The UNICEF emergency response capacity was strengthened by a new Emergency Response Team and stand by arrangements for rapid deployment of personnel.

Following the incident of 8 April, UNTAC has instituted emergency provisional arrangements to improve security.

In addition to the Central Emergency Revolving Fund, humanitarian organizations of the United Nations system have taken steps to strengthen their own emergency arrangements.

UNICEF agrees to revise long term arrangements with suppliers after updating its approved emergency items list.

These arrangements provide for the quick deployment of staff to emergency operations in any part of the world.

The effectiveness of the United Nations response to an emergency situation depends primarily on the quality of field level arrangements.

They became major contributors to the Fund s emergency loan pool (the New Arrangements to Borrow) immediately after the crisis and now provide 15.5 of the NAB s resources.

Emergency assistance is useful, but it is only that emergency assistance.

The Inter Agency Standing Committee has recommended, in compliance with the request contained in resolution 48 57, that the interim mechanism for financing coordination arrangements in the initial stage of an emergency, the use of the interest earned by the Central Emergency Revolving Fund (CERF), be continued.
