It is revolutionary in that the Department has undergone a transformation from conference services to conference management and is gradually moving towards integrated global management.

The Advisory Committee is of the opinion that the Secretariat should continue to draw upon the resources available in the Department of Management or, where feasible, the Department for General Assembly and Conference Management, during periods when additional capacity is required.

The Board notes that other offices (Department for General Assembly and Conference Management, Department of Political Affairs and ECLAC) have not strictly adhered to the administrative instructions.

The same Senior Legal Officer visited the Sudan in December 2004 to assist the Department of Peacekeeping Operations and the Procurement Service in contract negotiations.

The Executive Secretary, in agreement with the Department of Management, has taken over most of the responsibility for financial, procurement and personnel management of the secretariat.

Short term courses in management and accounting for related industries are the other activities of the department.

Subprogramme 1 is solely the responsibility of the Department for General Assembly and Conference Management at Headquarters.
