To that end, the international community should engage in capacity building cooperation to help developing countries strengthen their ocean related infrastructures.

The project fosters community led approaches, training, capacity building, interaction of landowners and farmers, and sustainable and dryland indigenous management practices.

Close cooperation among such entities, with the support of the international community, would facilitate capacity building at the national and local levels.

To support the work of the disability community to advance inclusion, the Government makes direct investments to build the capacity of disability organizations.

The international community must take into account the challenges faced by States with displaced populations and the capacity of Governments to meet them.

An area of immediate potential for small States would be assistance from the international community in capacity building in information and communications technology.

Such support will go a long way in achieving growth through rebuilding infrastructure, developing human and institutional capacity and supporting community based development.
