(a) The balance between equity type assets and other assets, such as bonds

Secondaries Secondary investments refer to investments made in existing private equity assets.

Equity capital will increase relative to assets but, under current policies, it will increase because banks reduce their assets, not because they raise capital.

If the claimant responds by giving an explanation as to which assets the equity loss relates, the Panel values the losses alleged by the claimant in relation to those assets.

The critics arguments about the benefits of equity are equally unsatisfying. Of course, given a set of bank assets, more equity would reduce the risk of failure.

But, when it comes to upping equity requirements against risk weighted assets, who is to do the weighting, and according to what methodology?

As elaborated in those reports, the Panel considers that an equity claim represents the underlying assets of the company.

During the claim development process, the claimant is asked to explain whether the equity interest is in fact a claim for other assets.

Under an international agreement known as Basel III, banks are to be required to hold a higher ratio of equity capital against risk weighted assets, and leverage is to be limited to a smaller percentage of such assets.

First, capital requirements should be set as a straightforward ratio of common equity to total assets, thereby abandoning all reference to banks own risk management models.

According to the Modigliani Miller theorem, the mix of debt and equity that it uses to finance its assets does not alter its average cost of financing.

So is buying or holding equity in firms that may be holding risky assets, regardless of how safe a firm s stock was previously thought to be.

If banks and financial institutions find it difficult to recapitalize (i.e., issue new equity), it is because investors are uncertain about the value of the assets in their portfolios and do not want to overpay. Will government do better at valuing those assets?

In 1992, Sweden s central bank, the Riksbank, allowed private bank equity holders to be wiped out, but it rescued depositors and creditors by buying up risky assets of failing institutions.

Even if it was assumed that the equity of a company represents its underlying assets, the Panel cannot value those assets in the absence of specific information about the quantum of the claim for each asset allegedly lost by the claimant.

But doesn t the banks ability to raise new equity capital indicate that, regardless of whether the stress tests are reliable, investors believe that their assets value does significantly exceed their liabilities?

In plain English, a supposedly well capitalized bank in the UK can have 97 cents of debt per one dollar of assets (and just three cents of equity).

The reaction of European bank executives in this scenario will be to hunker down, calling in loans to reduce the size of their balance sheets and thereby pushing up equity relative to their total assets.

Then, with the immediate default risk removed, money stormed out of risky assets into Treasuries to wait out the economic bad news mainly feeble and declining growth, employment stagnation, and falling equity prices.

There is thus a broader risk that many leveraged investors in both equity and credit markets will be forced to sell illiquid assets in illiquid markets, leading to a cascading fall in asset prices to below their fundamental values.

Higher equity capital requirements, for example, require banks to fund themselves with relatively more equity and relatively less debt.

Increase of access to education and equity

In China, this proportion of fixed, illiquid assets exceeds 90 . Resource assets account for roughly 50 of total government assets, with operating assets amounting to 39 and administrative (or non operating) assets comprising another 6 .

Start with equity.

This is because the Panel cannot determine whether the loss was a direct result of Iraq's invasion and occupation of Kuwait, since an equity claim may relate to assets that were not lost as a result of the invasion.

Liquid assets are assets that resemble cash, because they can easily be converted into cash and used to buy other assets.

i. Gender Equity Policy

Promoting greater gender equity.

As a further enhancement to the Australian Government's equity provisions for higher education students, the Higher Education Equity Support Programme was introduced in 2005 following a review of higher education equity measures under the reforms.

(a) Develop, administer and maintain systems for the investment management of the assets of the Fund and for the processing of equity recommendations and orders, and administer the data consolidation and research systems supplied by financial institutions.

Equity markets were subjected to disclosure and transparency requirements.

Taming the Private Equity Locusts

This form of financing is often used by private equity investors to reduce the amount of equity capital required to finance a leveraged buyout or major expansion.

To effect these plans, an Equity Desk was established under the Department of Strategic Management and a Social Equity Task Force with representatives from both Government and civil society organizations were appointed to monitor the development and implementation of the Gender Equity Policy.

(a) Assets of the debtor, including the debtor's interest in encumbered assets and in third party owned assets

Equity structures have also benefited from logistical support (computers, office facilities) and from technical assistance (National Equity Committee).

Regulators might consider imposing pro cyclical equity requirements increasing the equity percentage in boom times in order to offset losses in the inevitable bust times.

Ownership of and Access to Assets.

As indicated in the Background section, the Gender Equity Policy of the Comprehensive Reform Programme highlighted the directive to Ministries to incorporate gender equity policies in their programmes.

Assets may not be provided to persons, enterprises and entities covered by the freezing of assets, and assets and economic resources may not be made available to them directly or indirectly.

If the fund does well over the next five years returns profits of 9 per year private investors get a market rate of return on their very risky equity investment and the equivalent of an annual management fee equal to 2 of assets under management.
