The Supreme Administrative Court of Finland (, ) is the highest court in the Finnish administrative court system, parallel to the Supreme Court of Finland.

2.7 On 4 January 2002, the complainant appealed against this judgement to the Bordeaux Administrative Court of Appeal.

7.3 On the exhaustion of domestic remedies, the Committee noted that on 2 January 2002 the complainant had appealed to the Bordeaux Administrative Court of Appeal against the ruling of the Limoges Administrative Court upholding the deportation order, and that that appeal had no suspensive effect.

They cite the appeals lodged in Lisbon administrative court on 25 September 1997, in Lisbon civil court on 20 November 1998 and 20 April 2000, in Viseu and Cascais civil court on 2 May 2000 and in Tomar civil court on 3 May 2000.

This appeal was dismissed by the Supreme Court of Justice, which considered that the complainant had not properly addressed the matter to the Court for Administrative Affairs of First Instance.

In 2004, the Supreme Administrative Court had questioned the practice of personal detention as a means of resolving debt issues.

However, her counsel did lodge an appeal a posteriori, which was submitted on 23 December 1999 and received by the court on 27 December 1999, and is now pending before the administrative court, which has not yet issued its judgement.

Essentially, this is a form of bankruptcy, but with more administrative discretion (and presumably more protection for depositors) than would be possible in a court supervised process.

Lastly, the complainant's more detailed submission to the Bordeaux Administrative Court of Appeal should have urged the administration to greater caution and, thus, to suspend his deportation.

Noting, however, that the complainant's allegations were not accompanied by any supporting evidence, the Administrative Court subsequently rejected the appeal in a ruling dated 8 November 2001.

(ii) Was the Administrative Head of the entire Establishment of the Lahore High Court at Principal Seat and all its three Benches at Rawalpindi, Multan and Bahawalpur.

In paragraph 330 of its report, the Board recommended that the International Court of Justice further strengthen its administrative processes to ensure compliance with regulations and rules.

The State party concludes that, given the reasoning behind it, the decision by the Administrative Court of Appeal does nothing to strengthen the complainant's position before the Committee.

Similarly, it was materially impossible for her, at 6 a.m., to apply to an administrative court for a stay of execution or the temporary suspension of these two decisions.

On 12 July 2001, the complainant lodged an appeal with the Limoges Administrative Court against the deportation order and the decision to return him to his country of origin.

5.4 In any event, the enforcement of the deportation order despite the pertinent arguments raised in the proceedings before the Bordeaux Administrative Court of Appeal rendered the appeal ineffective.

In paragraph 828, the Board recommends that the Court implement the recommendation of the Advisory Committee on Administrative and Budgetary Questions and consider modernizing its proceedings and workflow processes.
