I do not apologize for rejecting knee jerk calls for Russia s expulsion from the G 8, or for EU Russia or NATO Russia relations to be broken.

Simple arithmetic indicates that under the proposal of the Uniting for Consensus group the chances of all States, including the smaller ones, to serve on the Council will be doubled.

In that context, we believe that the proposal of the Uniting for Consensus group avoids those dangers and promotes a flexible, regionally fair and responsible approach.

We therefore associate ourselves with the statements made by the Permanent Representatives of Malawi on behalf of the African Union, Malaysia on behalf of the Non Aligned Movement, and Jamaica on behalf of the Group of 77.

Another important group of countries, the African Union, put forward a proposal containing very similar ideas on the basic need to expand the permanent and non permanent categories of Council membership.
