This issue needs to be address in a multi faceted manner including support for the development of alternative energy sources, promoting efficiency in energy sector and sustainability of supply.

To overcome these barriers, there is a need for stronger mechanisms of interaction among national and sectoral research and development efforts in the energy sector and for objective international bodies that can provide leadership and guidance in the development of coherent global strategies for advancing energy systems.
