The Philippines stated that extradition was conditional on the existence of a treaty and that it took the Convention as the legal basis for cooperation on extradition with other States parties.

Poland stated that extradition was not conditional on the existence of a treaty. Portugal stated that extradition was not conditional on the existence of a treaty.

Romania stated that extradition was conditional on the existence of a treaty and that it considered the Convention the legal basis for cooperation on extradition with other States parties.

Some Pparties believe that illegal trade could be diminished throughif there were a system for tracking the movement of ODS and related products from itsthe point of production and export to theits final point of import.

There may be additional Parties that have taken regulatory actions to ban or severely restrict the chemical as well as others that have not banned or severely restricted it.

Ukraine stated that extradition was conditional on the existence of a treaty and that it took the Convention as the legal basis for cooperation on extradition with other States parties.

However, the point was made that that would create two separate legal regimes and two separate presumptions in relation to the existence of the element of risk one by the host State party and another by other States parties, and that a declaration should exempt all States parties from the obligation to apply the draft protocol.
