فالسكان المتأثرون يحتاجون إلى أكثر من حق طلب اللجوء البيئي، فهم يحتاجون الحق غي أن يمنحوا هذا اللجوء.	A status analogous to refugee status would not appear to be adequate. The people affected need more than a right to claim environmental asylum. They need a right to be granted it.

10 وقد أوضحت المفوضية بجلاء أنها تعمل بناء على طلب المنسق الإنساني بموافقة البلد نفسه إذا تم الحفاظ على حق السكان المتضررين في طلب اللجوء والتمتع به، وثانيا إذا كان تمويل تلك الإجراءات إضافيا بالفعل.	UNHCR had made clear that it would act at the request of the Humanitarian Coordinator with the consent of the country itself if, first, the right of affected populations to seek and enjoy asylum was preserved and, secondly, if funding for those actions was truly additional.
