The proportionate share of some costs, which would be borne by the United Nations under the agreed cost sharing arrangements, amounted to 14,034,800.

Under the cost sharing arrangements, it is estimated that approximately one half of external audit costs are expended on the audit of administrative operations and one half on investment operations.

The programmes identified by the joint assessment mission would have to be translated into an operational plan, including implementation arrangements such as multi donor trust funds, as stipulated in the wealth sharing agreement.

The United Nations reiterated its support for continuation of the cost sharing arrangements made with the Pension Fund, in consideration of the pension administrative services provided by the Fund's secretariat as the Staff Pension Committee of the United Nations.

The plan fell apart when some major IMF shareholders could not accept the burden sharing arrangements that would be necessary in case of losses due to exchange rate movements.

If burdens are to be shared, decisions must be shared as well.

In order to enhance ownership by other partners in the system, financial arrangements, including cost sharing, between the agencies participating in the United Nations country team could be envisaged for the country coordination plan itself.

The new budgetary arrangements for 2005 will mean that the bulk of public revenues are collected into a single account before being apportioned in accordance with the State and entity finance ministers' agreement concluded in December with approval of the International Monetary Fund.
