A. Quadrennial reports deferred from previous sessions of the Committee

The UNCC secretariat noted further that, in any event, the privileges and immunities of the United Nations would protect UNCC, the Compensation Fund and the United Nations as a whole against litigation in connection with this matter.

The deferred or transferred claims are identified in the relevant paragraphs of this report.

(a) To apply cost of living adjustments to deferred retirement benefits as from age 50

Upon request, a detailed list of the projects and equipment deferred, scaled down or cancelled was provided by UNFICYP.

(b) To apply cost of living differential factors to deferred retirement benefits as from the date of separation

At the end of this period, debtor countries may request a five year rescheduling of the deferred amounts.

Comment by the Administration. UNITAR will ensure that deferred income is recorded correctly at the closure of the biennium 2004 2005.

It is well designed because it interferes not with the level of compensation (as many have demanded), but with the form that this compensation takes.

The practical result is that interest will not be paid on awards of compensation.

Accordingly, the UNCC secretariat considers this matter to be closed.

UNCC decided to rely on Member States for the payment phase of awards.

Comment of the Administration. In response, the UNCC secretariat advised the Board that the Governing Council had taken a decision on interest on awards of compensation at its March 2005 session.

Compensation awards to injured workers and their families are pitifully low and fail to give employers incentives to make their workplaces safe.

It stems from a pattern of postponed or partial structural reforms, of privatizations that benefit elites but hurt consumers.
