وفي حقيقة الأمر فإن بعض هذه الخدمات لا بد منها للحياة الإنسانية نفسها (مثلا الصحة أو توريد المياه)، ويتعين على الحكومات ضمان توفيرها على نحو ملائم، بما في ذلك توفيرها للفقراء والمهم شين.
