At this stage it is important to provide assistance to States, including through the Committee, to ensure the proper implementation of that important resolution.

The capacity to provide in depth implementation assistance has been strengthened through increased presence at the field level.

Because the Implementation Committee needs the assistance of the Multilateral Fund secretariat and the Fund's implementing agencies, it is important that the meetings of the Executive Committee not overlap with the meetings of the Implementation Committee.

We therefore support the accelerated implementation of the Heavily Indebted Poor Countries (HIPC) Initiative by providing assistance extended fully in the form of a gift.

We are ready to provide assistance in building legal and administrative infrastructure, sharing our experience of implementation and training respective national authorities.

This might include assistance to criminal justice systems to facilitate the effective implementation of those instruments.

Financial and technical assistance is provided in the form of grants or concessional loans delivered primarily through four international implementing agencies.

New project activities will increasingly address (i) reinforced provision of assistance for legislative drafting (ii) strengthening institutional structures that would enable countries to implement the provisions of the instruments (iii) provision of on line advice on extradition and mutual legal assistance (iv) provision of advice on international cooperation mechanisms and (v) facilitation and provision of training to national criminal justice personnel.

A three percent increase to social assistance benefits provided through the Ontario Works and ODSP payments was implemented in early 2005.

Australia is fully committed to the work of the UNSCR 1540 Committee in ensuring global implementation of this resolution, including, where appropriate, by providing assistance to others.

(a) To assist in the full implementation of the human rights provisions of the Bonn Agreement and the National Human Rights Programme for Afghanistan, including through the establishment of an active human rights component in Afghanistan

During their deliberations, Member States stressed the need for the provision of means of implementation, including official development assistance and technology transfer, in order to achieve sustainable development.

The Income and Employment Support Act, which came into force in November 2004 and replaced the Social Assistance Act (1977), provides enabling legislation that will facilitate the integration of employment interventions with the Income Support Program.

Also in the modalities, the international community was urged to take necessary measures in support of the Comprehensive Peace Agreement and its full implementation, including helping to guarantee the safeguarding of the Agreement against unilateral revocation or abrogation.

The reports provide the Committee with useful insight into Member States' implementation and also give Member States an opportunity to relate successes and concerns, as well as technical assistance needs.

In the past, my delegation has called on the Committee to organize visits to selected States as a means of direct dialogue with them to strengthen the implementation of resolution 1373 (2001) and to assess technical assistance needs to ensure such implementation.

(b) Facilitate assistance to developing country Parties in accordance with article 23, paragraph 2(c), and article 26, paragraph 7, of the Convention, as well as the relevant articles of the regional implementation annexes

Assistance will be provided to the Committee in promoting a comprehensive, just and lasting settlement of the question of Palestine in accordance with all relevant United Nations resolutions, as well as the full and effective implementation of the Israeli Palestinian peace agreements.

My delegation is of the view that this Biennial Meeting should provide an opportunity for Member States to identify difficulties in the implementation and areas where assistance is needed, particularly at the national and regional levels.

Fully implement the Hyogo Declaration and the Hyogo Framework for Action 2005 2015 adopted at the World Conference on Disaster Reduction, particularly those commitments related to assistance to affected and disaster prone developing countries

The Almaty Programme of Action also calls on the international community to extend the necessary financial and technical assistance to both landlocked and transit developing countries to ensure the full and effective implementation of those priorities.

The Conference noted the valuable information provided on the status of implementation and agreed that technical assistance needs would be addressed under agenda item 6 (c).

Pursuant to decision 8 COP.4, all other affected developing country Parties are expected to complete their programmes by the end of 2005.

Now we need to get this thing into practice.

In other areas, there was a failure in implementation.

A number of representatives outlined the obstacles to implementation faced by developing countries, in particular with regard to obtaining and exchanging information, and emphasized their need for financial and technical assistance.

For example, UNEP, under the auspices of the POPs INC, worked with the GEF to develop guidance for assistance related to preparation of National Implementation Plans for the Stockholm Convention.

Given the important tasks that remain at this crucial juncture in the work of the Commission, it is my intention to ask for additional resources from the regular budget for the Commission for 2006 to help advance the peaceful implementation of the ruling of the International Court of Justice.
